How can I trace former railway workers from the 1960s?

I am looking for Joe Mitchell who worked out of Oxford Station in the mid 1960s. He also lived in the workers' hostel there. He then went on to become a driving instructor and then a pilot. I believe he came from the Plymouth area originally. Unfortunately, I do not have a date of birth and the pensions section cannot ist without that.
